Unicode coding systems (external support)

Some form of support for files and other external streams encoded in Unicode, especially UTF-8, is needed.

Status

External Unicode support via ucs-conv or Mule-UCS. I plan to do something about this lack, and there is internal support for recognizing Unicode encodings. However, the actual encoding and decoding routines, related tables, etc, can be done as a package. Both ucs-conv and Mule-UCS suffer from certain Japanese biases as far as I can tell. Putting them in the core at this time is not a good idea, although some kind of Unicode support needs to be in the core soon.
